The Blue Book is the property industry's name for European Valuation Standards, published by TEGoVA, the European Group of Valuers' Associations. EVS sets out the definitions, bases of value, methodology and reporting requirements that a professional valuation should follow.
A Blue Book valuation is one prepared in accordance with those standards by a valuer accredited to apply them. In Ireland, TEGoVA's accreditations (Recognised European Valuer (REV) and TEGoVA Residential Valuer (TRV)), are awarded through IPAV, the only Irish institute with awarding rights.
People often ask which standard they need. Both are recognised professional valuation frameworks: the Blue Book is TEGoVA's European Valuation Standards, applied across the EU and administered in Ireland through IPAV; the Red Book is the RICS Valuation Global Standards, applied through RICS and the SCSI.
They cover much the same ground and both produce valuations to a recognised professional standard. What matters in practice is what the party receiving the report requires. If your lender, solicitor or institution has specified one, tell us at the outset. If they have not specified, ask them, and if you would rather not, we are happy to ask on your behalf.
Working to a defined standard is what separates a professional valuation from an estimate. It means the basis of value is stated explicitly, the methodology is recognised, the assumptions are disclosed, and the report contains what a reader needs in order to test the conclusion.
